The indicator is childhood, I guess. How they have been groomed in the key years of development defines their reaction to whatever they'll find in their teens and adulthood. At an offer of escape (from poverty, from dullness, etc.), some will be tempted, others will take it immediately, and others just won't hear about it.
You could make the argument that everyone can be bent. This is true, but useless. The Roman empire fell, sure, but how much did it took? Japan surrendered, sure, but how much did it took? The human race should extinct, sure, but why does it not? If you put a billion dollars and some five thousand specialised agents, sure, you could support the moronic statement that "everyone can be bent".
Back on planet Earth, there are vulnerable people and there are not-so-vulnerable people. The not-so-vulnerable include those who will eternally consider an escape offer, and those who won't bother. Someone who considers something for an indefinite amount of time has the same value as someone who won't bother. This is the most important idea ever. If someone doesn't "just bend", they are useless.
The interesting thing is that most people have "defences", better defined as "delusion of having defences". People manage their lives the way they manage their computers. "Free antivirus installed hence I'm fully protected". Just passing as an OK dude will bypass all of their "shields". This is an important step, and it doesn't take much. How much does it take before you "know that person"? Minutes. So, a quick first-impression. After this, you could ask them if they have pets and it won't come off as creepy. If it doesn't come off as creepy, you already "know that person". From here, you tease and that's literally all.
You would tease them with questions that scale from funny to odd. If they are receptive, you keep with scaling the questions. This will give you everything you need to know about them. If they stopped at a good number, say 8/10, they are manoeuvrable. If they didn't cringe at any question, the prize is served. If they stopped at 2/10, they can frankly fuck off. Those who pass, you would reinforce them that their score is who they are, and they should celebrate who they are.
